Need help with plot?

I've only figured it out about halfway. I'm very excited about the idea for this book... but I just don't know where to go with it.

In a magical world that is matriarchal society (where the roles aren't just switched. Traditional feminine roles are valued more because of connection with life and nurturing, and traditional masculine roles aren't values as much because they are necessary but dirty and violent. And violence/killing is frowned upon and worth shame when not absolutely necessary). Not all women, but ONLY women can harness magicks because of their connection to life through childbirth. Capital M Mothers are heads of family and greatly venerated. Then there are capital H Healers who can harness magicks and lowercase h healers who are continued much lesser. Like CNAs are treated. The main character, Rhearn, comes from a line of Mothers who are powerful Healers and, in fact, named after the fabled first Mother and Healer who brought peace to warfaring nations to make the world they're in now. Particular names are associated with magicks and Healers because of naming traditions, but non magicks people have different types of names and traditions. But she doesn't have magicks and never will. Story "starts" when she is 25.

The numbers are not chapters, just to show progression of the story.

1.Birth

2.Grows up learning healing. Does not speak and no magicks ever shown.

3.Leaves to travel the wilderness to try to connect with life and magicks

4.Ends up in the city (where non magicks people tend to congregate. Technology is here to make up for their lack of magicks)

5.Moves into a boarding house with work as a healer. Lonely and bullying.

6.Make friends with several Healers from the clinic. Less loneliness

7. Murmurs of a hate group against magicks and Healers- laughed away as ridiculous... why would anyone hate Healers?

8. The boarding house ends up burning down. Rhearn moves in with friends.

9. Learning to enjoy the city instead of being scared of it.

10. Murmurs become political groups-gaining traction.

11. Hospital and Healer protests on the hate groups. Other magicks protesting.

12. ???

13. Sudden militarization of political hate groups and control of the city.

14. All from the hospital are sent to prison, all the Healers or those with Magicks names.

15.Torture of Rhearn, because of her important name. Targeted and unrelenting.

16.Trying to survive- almost community like.

17. Crack down in the prison, prison community torn apart. Starvation.

18.healers betrayed Healers and their family lines.

????

I don't know where to go from there, what action I want to take. She's a non-magicks person, and I figure she'd use all sorts of skills to compensate, but since violence is frowned upon, I'm not sure how to continue. I don't want a violent story, because I want it to be very different. Can anyone help me brainstorm?
